The Geneva Brief

The Geneva Brief — Issue 045 | Friday, 22 May 2026

Daily intelligence across Geneva CSR’s practice areas: energy, food security, critical minerals, finance, and policy.

ENERGYHormuz closure enters fourth month, Brent above $100

WTI rose 3% to above $101/b on May 21 as the de facto closure of the Strait of Hormuz, in place since the February 28 onset of the US–Israel–Iran conflict, continues to choke nearly 20% of global oil supply. EIA’s May Short-Term Energy Outlook puts Brent at an average of $106 in May–June 2026, with cumulative supply losses now exceeding 1 billion barrels and over 14 mb/d of Middle East production shut in. Flows are assumed to resume slowly from late May, but pre-conflict trade patterns are not expected back until late 2026 or 2027. Direct implications for Gulf producers and for downstream MENA importers reliant on Hormuz transit.

GEOPOLITICS / POLICYUAE exit reshapes OPEC’s spare capacity

The UAE’s departure from OPEC took effect May 1, removing a meaningful share of the bloc’s spare capacity. OPEC’s reserve cushion is now projected at 2.5 mb/d in 2027, down from a prior 3.8 mb/d forecast. The shift weakens OPEC’s ability to absorb future supply shocks, relevant for sovereign budget assumptions across Gulf producers and for any client modelling fiscal sensitivity to Brent.

FOOD SECURITYFAO index up for third straight month; urea spikes 46%

The FAO Food Price Index hit 130.7 in April, up 1.6% on March, with wheat 0.8% higher on US drought and Australian rainfall concerns. World Bank data shows urea prices jumped roughly 46% month-on-month between February and March, with FAO projecting H1 2026 fertilizer prices 15 to 20% above prior averages if the Hormuz disruption persists. Between 1.5 and 3 million tonnes of monthly fertilizer trade is affected, a direct hit to MENA food-import budgets and a tailwind for non-Gulf phosphate exporters.

CRITICAL MINERALSJordan’s JPMC commits $1.1bn to downstream phosphate

Jordan Phosphate Mines Company approved a $600m phosphoric acid and specialty fertilizer complex with Arab Potash Company, plus a $500m Aqaba joint venture with Turkey’s Transept. Combined with Morocco’s steady 36 Mt production, the moves position non-Gulf MENA exporters to capture share as Hormuz-routed competitors remain constrained. Strategic relevance for clients tracking critical-mineral fiscal regimes and downstream beneficiation policy.

FINANCE & DEALSSaudi Arabia closes $8.3bn for 15 GW of solar and wind

PIF-backed financial close on 15 GW of new capacity, including Bisha and Humaij solar (3 GW each), Starah (2 GW) and Shaqra (1 GW) wind farms, pushes operational renewables to about 11.7 GW, nearly tripling year-on-year. Solar PV tenders printed at 1.09 US cents/kWh, wind at 1.33 US cents/kWh, both global records. Confirms Saudi Arabia as MENA’s cost benchmark-setter and signals that high oil revenues are accelerating, not crowding out, green capex. Read alongside Masdar–EWEC’s 5.2 GW + 19 GWh storage complex in the UAE.
